
When Congress returns to Washington, DC on July 13, it is possible that within the month, they will pass the National Defense Authorization Act (NDAA) draft for fiscal year 2027, which proposes an unprecedented level of integration between the US and Israeli military and defense industries.
Dennis Kucinich served as the mayor of Cleveland as well as eight terms as a U.S. Congressman beginning in 1997. Kucinich joined commentator Tucker Carlson specifically to discuss the upcoming “merger” between the Israeli Defense Force (IDF) and the United States’ Department of War.
Section 224, off the NDAA, titled the United States-Israel Defense Technology Cooperation Initiative, “would require the Secretary of Defense to designate an executive agent responsible for synchronizing cooperative efforts between the United States and Israel, including bilateral defense technology research, development, testing, evaluation, integration, and industrial cooperation,” according to the draft text.
Defenders of the move assert that “merger” is an incorrect term, but Kucinich disagrees vehemently. “When you have an integration and you say you’re going to eliminate duplication, that’s a merger,” he stated. This merger will encompass areas like artificial intelligence, autonomous functioning of vehicles, quantum sensing, missile defense, directed energy, and potentially biological warfare all of which “increase the kill efficiency,” Kucinich said. The data produced by these technologies will “blur the distinction between offense and defense.”
“What could go wrong?” he asked sarcastically.
His opposition to this merger is not unique to Israel. “I don’t care, Israel or whoever…we need to maintain our sovereignty. We cannot cause another country to be involved in the decisions that relate to the national security of the United States of America.”
Unfortunately with Section 224, according to Kucinich, “the safeguards go out the window and essentially it’s a merger. And you know one step from a merger is an acquisition.” Going to war against Iran at the behest of Israel seemed to have been a practice run of sorts, and Kucinich does not think that went well.

He also argues that the measure is unconstitutional, particularly because it bypasses utilizing a treaty to formalize an alliance, like NATO. Annually, the United States already provides $3.8 billion a year in military aid to Israel as a baseline. This does not include additional “emergency” packages.
Logistically, the tracking of how military funds in the context of this merger will be a nightmare, Kucinich argued. The NDAA for fiscal year 2027 authorizes $1.5 trillion, which is a $445 billion increase from 2026. Israel would have an influence over that $1.5 trillion.
Further, if this merger goes through, congressmen would be able to sidestep being on record of officially supporting Israeli military efforts or government policies “because it would all be handled by the Pentagon procurement office” where “a limited amount of oversight” occurs.
“You have to remember when I first got to Congress, the inspector general of the Department of Defense said that there was over $1 trillion in accounts that could not be reconciled.” That was in 1997. They couldn’t keep track of over a trillion dollars. Today, it’s multiple trillions…It’s engineered to where money might just disappear,” said Kucinich.
