On Wednesday, House Republicans disclosed a budget framework for an approximate $95 billion reconciliation package that would deliver funding for state efforts to enforce voter ID requirements in elections, defense and farm aid.

The resolution denotes the initial key move in the Republicans’ effort to use the budget reconciliation process one final time to move forward pivotal GOP priorities while they still control both chambers of Congress and the White House. Because reconciliation bills can pass the Senate with a simple majority, the process would permit Republicans to avoid a Democratic filibuster.

According to the Epoch Times, the budget resolution calls for assigning $95 billion for defense, farm aid, and state efforts to implement voter ID requirements in elections. This includes $73 billion for defense and intelligence in the midst of the Iran war, $10 billion for election integrity efforts, and $12 billion in farm aid.

However, both the House and Senate must approve identical resolutions to unlock the reconciliation process, which permits bills related to taxing, spending, and the national debt to pass with a simple majority. Fifty-one votes are also required to pass a budget resolution.

Over the past couple of years, Republicans have passed two reconciliation bills in the current Congress. The first and most telling one was the 2025 One Big Beautiful Bill Act, which made the 2017 tax cuts permanent and encompassed funding for border security and other details.

The second bill happened last month and was geared toward funding Immigration and Customs Enforcement (ICE) and Border Patrol after Democrats refused to support funding for those agencies after the shooting deaths of two U.S. citizens in Minneapolis by immigration agents.

But now, President Donald Trump has asked Republicans to create a third reconciliation bill and make it their top responsibility.

“I am calling on House and Senate Leadership to make this their Number One Priority, and ensure that 350 Billion Dollars in [Reconciliation] 3.0 moves out of the Budget Committee as soon as Congress is back in session,” he wrote in a post on Truth Social on July 7.

“The SAVE AMERICA ACT, which everyone is asking for, paired with the full funding of our Great Department of War, can be passed very quickly, ensuring that the United States of America stays FREE for Generations to come.”
