President Donald Trump banned the use of some foreign equipment in the U.S. electricity grid, signing an executive order and declaring a national emergency.
According to a story by Fox News, the order cites what the White House described as an “unusual and extraordinary foreign threat” posed by foreign-made bulk-power systems that may present national security vulnerabilities.
What this means is that the new national emergency declaration could limit U.S. purchases and imports of specific foreign-made power grid equipment and possibly compel utilities and infrastructure operators to replace equipment already in service as the administration proceeds to address national security risks to the electric system.
Under the executive order signed Wednesday, the Energy Department can ban the acquisition, importation, transfer or installation of foreign-produced bulk-power equipment if officials deem the transaction includes a covered foreign entity and poses an unacceptable security risk.
According to the order, “the rapid growth of advanced manufacturing, artificial intelligence, and defense production has increased America’s dependence on certain foreign components necessary for the provision of abundant, reliable electricity.”
The order stated that a “continued reliance on foreign sources of bulk-power system electric equipment creates a supply chain vulnerability to the U.S.”
In addition, the order goes further for equipment already working on the U.S. grid. The energy secretary can oblige foreign-manufactured or operated equipment to be identified, isolated, monitored, secured, disconnected, replaced or removed, potentially requiring utilities and other infrastructure operators to make changes to existing systems.
