Newly Released Government Files Indicate New Yorkers Were Misled About Air Quality Safety After 9/11

Earlier this week, 170,000 pages of reports concerning the air quality in the aftermath of 9/11 were released by Mayor Zohran Mamdani’s administration in New York City. 

Apparently, most of these files were kept in boxes away from the public eye for more than 20 years and were just discovered by city officials last year.

CNN reports that the “documents contain a fraction of the air quality reports taken at Ground Zero, but they also include crucial internal memos, including documents in which officials raised alarms regarding environmental testing between October and November 2001, which regularly detected elevated levels of toxins, including asbestos and hard-to-detect chemicals that were dangerous.”

After the attacks, EPA Administrator Christine Todd Whitman told the public that the air was “safe to breathe,” but the government had not yet conducted indoor air quality tests.

One particularly controversial document known as the Harding Memo expressed concern for the city’s legal liability to potentially 35,000 plaintiffs.

“Health advisories caused individuals either to return to the area too soon (causing toxic exposure or emotional harm) or too late (causing economic hardship),” read part of the memo, warning that this might be grounds for lawsuits.

“People got sick because the leaders they trusted lied and told them they were safe to breathe in toxic air,” Mayor Mamdani said.

One example of these problematic reports, according to the New York Times, are documents pertaining to the building at 15 John Street, a building not quite a mile from the World Trade Center. InJuly 2002, asbestos was found in multiple places on the exterior of the building – and this is just one location of many discussed in the newly released documents.

The city is currently planning on launching a searchable database, free to use and open to the public, that contains every document in this cache.
