Some of Planned Parenthood’s affiliates may be deliberately misusing medical coding practices and could be fraudulent, according to a medical watchdog group.
Do No Harm is asking the Department of Health and Human Services to probe Planned Parenthood’s medical coding practices, according to a story by the Daily Wire. The group says Planned Parenthood affiliates may have used unsuitable billing codes when prescribing cross-sex hormones to gender-confused young people, according to a new investigation.
“Planned Parenthood affiliates may be deliberately miscoding services to mask their true purpose and to facilitate the improper reimbursement of cross-sex hormone treatments,” Do No Harm wrote in a letter to HHS Inspector General Thomas Bell that was exclusively reviewed by The Daily Wire.
“Many regional Planned Parenthood affiliates openly advertise a practice of facilitating insurance reimbursement by strategically miscoding medical encounters for gender-related mental disorders,” the letter read. “In representing that they use inaccurate diagnosis codes to ‘meet the needs of most insurance companies,’ these affiliates’ public statements reflect well-known strategies for evading insurance scrutiny via intentional miscoding.”

The probe of Do No Harm’s was triggered by worries that Planned Parenthood — one of the largest providers of so-called “gender-affirming” hormones in America — could be “miscoding claims at scale.”
“The transgender industry has become a lucrative business with expensive treatments and long-term patients,” the group writes. “Providers of sex-rejecting procedures are aware of this. They are also aware that health insurance providers — including government providers such as Medicare, Medicaid, and TRICARE — only reimburse for treatments that are ‘medically necessary,’ and that many kinds of sex-rejecting procedures do not fit that requirement.”
This investigation comes just after an HHS report examining billing practices within the transgender medical industry. The report found evidence suggesting transgender medicine providers across the United States have deliberately used fraudulent billing codes to obtain insurance coverage for procedures such as puberty blockers, cross-sex hormones, and mastectomy surgery. Groups like the World Professional Association of Transgender Health have encouraged such fraudulent billing practices, the report says.
