Far-Left environmental groups allegedly tried to organize obstruction to a bipartisan Senate permitting reform bill and hide their tactic from the Democratic lawmakers who parlayed it, according to a leaked transcript of a coalition call.
“We really have to have a pretty clear agreement by all parties that this is an effort to stop this bill, not to make it better,” Brett Hartl, government affairs director at the Center for Biological Diversity, said during the call, according to a story by the Daily Wire.
Arranged partly by the Sierra Club, the call obtained 89 participants as environmental organizations deliberated how to respond to the Bipartisan American Affordability and Jobs Act of 2026. The legislation, introduced on September 30, was negotiated by Sens. Mike Lee (R-UT) and Shelley Moore Capito (R-WV) alongside Sens. Martin Heinrich (D-NM) and Sheldon Whitehouse (D-RI).
The Wire story says the bill would renovate federal environmental review and permitting practices, establish deadlines for reviews and legal challenges, and provide greater certainty for projects that have already secured permits and financing. Its supporters contend that the changes would lower delays, expand energy infrastructure, and help lower costs while retaining environmental and historic preservation safeguards.
“Our tactics and information cannot get back to Dan Dudis and Whitehouse and Heinrich and others,” Hartl said, referring to Whitehouse’s staff director and the two Democratic senators involved in the negotiations. “If your organization is gonna come out as neutral or in some other role, I think I have to just ask that you leave,” Hartl said.
Hartl later confirmed the transcript’s authenticity to Punchbowl and defended his remarks.
“I don’t want our strategy being relayed back to them, and now it is,” he told the outlet. “Someone on the call decided to betray all of us.”
