Following the work of pro-life advocate David Daleiden from the Center for Medical Progress (CMP), newly obtained public records reveal “procurement fees” were billed to the David Geffen School of Medicine’s Division of Hematology-Oncology by Cercle Allocation Services for liver and thymus specimens, which CMP alleges came from fetal tissue, according to a Fox News report.
While CMP says the specimens are from fetuses, Fox News has not independently verified this, and the purchase orders themselves do not identify the specimens as fetal tissue. Neither Cercle nor UCLA have responded to Fox with comment on the story.
Wording used by Cercle in emails, CMP alleges, raises questions as to whether the two parties participated in illegal sales.
“The overriding issue is the use of terminology that we must not use due to their improper implication that we are selling taxable items, which we are not. Due to the nature of our business, we must be very careful and clear that we invoice fees for our procurement services,” a Cercle employee wrote in a September 2023 email.
The email writer indicated that referencing “sales tax” would make it look like Cercle was “selling the items received” but that the items were “illegal to sell.” UCLA then followed this instruction and sent revised purchase orders avoiding the tax language.
A procurement fee of $765 was tied to each specimen in the purchase order. Over the course of a couple of months, these purchase orders amounted to several thousand dollars worth of specimens bought by UCLA.
Federal law prohibits selling fetal tissue for profit, but it does allow for “reasonable payments associated with the transportation, implantation, processing, preservation, quality control, or storage of human fetal tissue.”
Daleiden questions that the charges listed on the purchase order reflect just procurement costs.
