The order addresses the Department of Defense’s previous mandate for all service members to receive the COVID-19 vaccine, which was implemented on August 24, 2021, and rescinded on January 10, 2023. It describes the mandate as “unfair, overbroad, and completely unnecessary,” leading to the unjust discharge of service members who refused vaccination.

General Provisions:
This executive order aims to rectify what it views as wrongful dismissals due to the vaccine mandate by offering discharged service members the opportunity to return to service, thereby addressing what is perceived as an injustice and potentially aiding in military recruitment and retention.
Trump signed military executive orders to:
- Discharge service members who identify as transgender or are receiving transgender treatments for failing to meet physical and mental fitness requirements.
- Ban use of “invented” pronouns in the military.
- Ban service members from using bathrooms, changing rooms or bedrooms of the opposite sex.
- End all existing and future DEI programs in the military.
- Order an internal review of all “discrimination” in military due to DEI.
- Prohibit DEI and gender ideologies from being taught in military academies.
- Restore military members discharged for refusing to take the COVID-19 vaccine.
- Mandate a process to develop an “American Iron Dome.”
