The U.S. Department of Homeland Security (DHS), under Secretary Kristi Noem, has revoked Harvard University’s ability to enroll international students for the 2025-2026 academic year due to the university’s alleged failure to provide records on foreign students’ “illegal and violent activities.”
The decision, announced on May 22, 2025, follows Harvard’s refusal to comply with a DHS request from April 16, 2025, for detailed records on foreign student visa holders involved in misconduct. Noem accused Harvard of fostering “anti-American, pro-terrorist” behavior and coordinating with the Chinese Communist Party, claims the university denies.
Harvard, with nearly 6,800 international students (27% of its enrollment), faces significant financial and academic impacts, as these students often pay full tuition. Current foreign students must transfer to other institutions or risk losing their legal status.
Harvard called the action “unlawful” and is expected to pursue legal recourse, while a federal judge in California has temporarily blocked the Trump administration from terminating students’ legal statuses. The move is seen as part of a broader crackdown on elite universities, with Noem warning other institutions to comply with federal demands.
