Statement in Support of Brave Arizona Legislators Sponsoring Bills to Defend Children from Abortion and Gender Mutilations

PHOENIX, ARIZONA – Catholics for Catholics thanks and commends the Arizona legislators who are standing up for children, parental rights, and the integrity of the human person from conception to natural death. These bills reflect a serious commitment to protecting children in the womb, safeguarding minors from irreversible harm and ensuring parents remain the primary decision-makers in their children’s lives.

We are grateful for your leadership, your courage in the face of political pressure, and your willingness to defend truth and human dignity in Arizona law. Please know that Catholics across the state are praying for you and supporting your efforts.

In addition we respectfully urge the Arizona Catholic Bishops’ Conference to offer a clear public word of support for legislation that protects the sanctity of human life in the womb, defends minors from “gender transition” dangerous procedures, and upholds the fundamental rights of parents. These bills align directly with Catholic teaching on the dignity of the human person, the proper role of parents, and the Church’s responsibility to speak clearly when vulnerable children are at risk.

A statement from the Conference would provide much-needed moral clarity to the faithful and encouragement to legislators who are courageously advancing these protections. We ask, humbly and prayerfully, for the Conference’s voice at this critical moment.

AZ Right to Life Bills —

  • HB2830 – Fetal Development Education in Schools: requires public and charter schools to provide medically accurate prenatal development education (Sponsor: Rep. Rachel Keshel)
  • HB2017 – Life-Affirming Resources on State Websites: expands AHCCCS requirements to provide information on prenatal services and abortion alternatives on a public website. ( Rachel Keshel)
  • HB2154 – Prohibition of Public Funding of Abortion: reaffirms prohibition on public funding for abortion in state healthcare plans, consistent with the federal Hyde Amendment. (Sponsor: Rep. Lupe Diaz)
  • HB2074 – Ban on Partial-Birth Abortions: strengthens enforcement of Arizona’s existing ban on partial-birth abortion with mandatory reporting. (Sponsor: Rep. Lisa Fink)
  • HB2411 – Coerced Criminal Abortion: creates penalties for coerced abortion, including knowingly administering abortion-inducing drugs without a woman’s knowledge. (Sponsor: Rep. Quang Nguyen)
  • HB2144 – Child Support for the Pre-Born: establishes child support obligations from conception and extends tax exemptions to pre-born children. (Sponsor: Rep. Justin Olson)
  • HB2229 – $3M for Pregnancy Resource Centers: appropriates $3m in funding for pregnancy resource centers and maternity homes. (Sponsor: Rep. Walt Blackman)
  • HCR2013 – Celebrate Life Month (June): designates June as “Celebrate Life Month,” affirming Arizona’s pro-life commitment from conception to natural death. (Sponsor: Rep. David Marshall)
  • HB2810 – Ban on Abortion Groups in Schools: prohibits abortion providers from offering health-related instruction in public schools. (Sponsor: Rep. John Gillette)
  • HB2364 – Abortion Pills & Illegal Mailing: instills penalties for abortion pill mail providers and users. to stay consistent with the Comstock Act. (Sponsor: Rep. Rachel Keshel)

Anti-Gender Mutilation Bills —

  • HB2249 – Enhanced Parental Bill of Rights: This bill strengthens Arizona’sParents’ Bill of Rights by explicitly empowering parents to pursue legal action against public schools that withhold critical information, such as a student’s in-school “gender transition” without parental knowledge. This bill responds directly to the recent Mesa Public Schools case in which this conduct occurred. (Sponsor: Rep. Lisa Fink)
  • HB2085 & SB1095 – Ban on Hormone Blockers: Arizona already bans surgical procedures on minors, but the statute defines “irreversible medical procedures” too narrowly. This bill updates that definition to include puberty blockers, cross-sex hormones, and other chemicals used in gender-affirming care, since these also cause irreversible harm. (Sponsor: Rep. Lisa Fink & Sen. Mark Finchem)
  • SB1094 – Gender Private Right of Action: Creates a private right of action for individuals who received gender-affirming care as minors and now regret it. (Sponsor: Senate Majority Leader John Kavanagh)
  • SB1015 – Gender-Affirming Care Insurance Liability: Holds insurers accountable for covering or approving gender-affirming care that results in harm, giving patients a path to recovery. (Sponsor: Sen. Janae Shamp)
