Texas Attorney General Urges County Officials to Reject Plans for Muslim-Centric Housing Development

Texas’ Attorney General is pushing county leaders to halt any further progress of a proposed Muslim housing project, amid mounting legal concerns and state lawsuits.

Texas’ Attorney General is pressing county leaders to stop any further progress of a proposed Muslim housing project, amid mounting legal concerns and state lawsuits.

Ken Paxton urged the Collin County Commissioners Court — a panel, which includes Judge Chris Hill and Commissioners Susan Fletcher, Cheryl Williams, Darrell Hale and Duncan Webb —to discard platting applications for the East Plano Islamic Center “(EPIC) City” development, now rebranded in part as “The Meadow Phase 1,” according to a story by The Christian Post.

The March 10 letter follows Paxton’s recent lawsuit seeking to nullify what his office describes as an illegal land annexation by Double R Municipal Utility District No. 2A. That annexation, approved by what Paxton calls an “unlawfully constituted board of directors,” was allegedly intended to help the project evade state regulatory oversight, according to Paxton’s office.

In the letter Paxton observed that the commissioners court has already refused to approve the developers’ platting application because of the “multiple deficiencies and the insufficiency of information provided” — a finding he urged them to support.

“As the State’s chief legal officer, I advise you to reject any relevant plat applications, including the application package submitted on December 23, 2025, for the proposed development called ‘The Meadow Phase 1,’’ Paxton wrote.

At first announced as a large-scale development on hundreds of acres in Collin and Hunt Counties, the EPIC City project has encountered deep inquiry since 2025 for its plans for residential units, a mosque, a school and other centers. The project has been renamed in phases as “The Meadow” even as state officials, including Paxton, have pursued several probes and lawsuits linked to supposed securities violations, improper annexation tactics, and other regulatory issues.

The Epic City project has also garnered political attention from Texas Lt. Gov. Dan Patrick, who announced in January he would task the Senate State Affairs Committee with holding a hearing on “Preventing Sharia Law in Texas” in response to entities such as the proposed EPIC City development and others.
